I don't get it, if he had problems of the kind mentioned in the article how come he was allowed to be around a 4 year old? It is insane! It seems like he is a victim himself of abuse and a serious approach to his mental health care is needed. What he is is just horrible but he was obviously showing signs that shouldn't have been ignored!

Authorities say the two boys lived together with their mothers, who are a couple, in a mobile home in north Florida. Around 4 a.m. Monday, a male friend staying at the home was awakened by the older boy and found the 4-year-old slumped over, unresponsive with blood coming out of his mouth, the arrest report said.
