Why does the government keep giving into the temptation to borrow from the Heritage and Stabilization Fund?

Comments: Here is my prediction with regards to the near future of the economy of this nation. The government will in the end either go cap in hand to the IMF to borrow money. They may however, avoid doing this,as the Prime Minister won't want to be seen eating his own words about not borrowing money from the IMF. They will use up all our saved monetary assets such as they are doing now by borrowing from the HSF, and when this borrowed money is partly squandered,used to pay the owed employees of government departments, or otherwise spent lavishly they will then call a general election handing the national burden of debt to another political party.
At present the financial gains from our natural resources cannot meet the country's demands and are now used for paying the interest on bonds etc. That is why money is urgently needed from elsewhere to keep the administration ticking over.With no meaningful accountability or transparency it is now hard to tell why we are in such a financial mess.
Yes man, these guys are wizards at feathering their own nest whilst there are financial pots to dip into.
They, by hook or crook find methods and techniques to milk the country dry of it financial resources to satisfied their personal needs,and it won't be the first time this type of government has done this. However this time round is worse than ever, with growing poverty and rising unemployment. Where money concerned on this island, it is the route of ALL evils within our present political set up.
