Abandoned Toddler Found Locked Inside Burning Building

It amazes me to see so many cases of child abuse every single day! Just reading this, my heart breaks for this child.

The toddler was found sitting on the floor of a locked bedroom with a doughnut and a bowl of milk by his side, according to the News Shopper newspaper.

Page 2 Britain Abuse Child
This seems to be a prevalent issue all over the world. Speaking from experience here out of sunny South Africa, it seems to be a major problem.
The parents have children (As children are a sign of wealth in the native culture) and yet these parents do not have the resources to look after the children. They get a government grant and then have to use that to provide for the whole family. It is wholly inadequate and a lot of children suffer. It is no longer even shocking to hear of children living in such conditions and nor is it shocking to hear of a parent having gone crazy and killed their family.
The problem is perhaps not the ability of the authorities (I am speaking here from a home perspective), but rather the capacity to act. The examples used here are extraordinary cases of child abuse but where do we draw the line. Where is the difference between disciplining a child or perhaps even doing what is best for the child's interest? Can we say for certain? Yes, we can report a case, but this usually requires resources to investigate and pursue. We just see the tip of the ice berg, but these authorities' offices are flooded by reports of child abuse. How does one decide what to investigate as a matter of urgency and what can wait?
Perhaps if the punishments are more severe for offender, but then there comes the issue of human rights. A subject that I hotly contest. We are quick and eager to mention our rights and that another does not have the right to impose on them, but we are never properly taught our responsibility that goes with these rights.
In short, the issue is that of resources and then the matter of rights and this takes us to an even darker place…
