Guilty Psychiatrist

QUOTE

He had been admitted to Wellington Hospital's mental health unit, Ward 27, six times before Dr Marks took over his care.

Why is this doctor held responsible when it obvious that his parents should have already known that he was suicidal because of his past history? It seems to me that while the doctor was negligible, he was not the primary to blame. Patient had attempted suicide six previous times, the parents and hospital had to know that he was a risk already.
