I was watching a special on this and was greatly reminded of the 30's here in north America where we had severe soil erosion due to drought and poor farming choices. Seeing cattle starving as they stand is brutal at least butcher what is left and sell the meat. Keep one or two for breeding stock.
But really if you had to pump water in to start to make the crops work then perhaps it was not really meant to be. Also does dot much of their water come from mountain glaciers like china? If so as they are reduced in size this means less water so we know it is coming start preparing. Desalinization plants? Well drilling? After all water does not disappear from the face of the earth it moves around.
It has occurred since the beginning of time we can not change it just learn how to survive it. It is hard to move and leave a homestead you poured you life blood into but sometimes you have to just move or start a new farming crop.
