Usually a lot of Mass Transits are seen in the urban areas of Colombia, if not you may see the Colectivo (A medium sized bus) or taxis that will carry you around. The fares for all those kinds of transport are considered cheap, the railing system isn't exactly complete for restoration but there are likely some that can be used from tourists and locals.
