An overwhelming 96.7% of Crimea residents voted to secede from Ukraine and join Russia, according to final results of Sunday's referendum. Mikhail Malyshev, the head of the Crimean Election Commission, announced the results in a news conference Monday. While he did not say 100% of the ballots had been counted, he did say, "The committee's work is done." The turnout was 83.1%: 1,274,096 of eligible voters cast their ballots. Ref. CNN
Russian President Putin recognises Crimea as nation:
Russian President Vladimir Putin has signed a decree recognising Crimea "As a sovereign and independent state", presidential sources say. "This decree enters into force on the day on which it is signed," They add. Ref. Source 4
Crimea and Sevastopol are now officially part of the Russian Federation, the Kremlin said in a statement, citing today's signing ceremony involving Russian President Vladimir Putin, the Prime Minister of Crimea and the mayor of Sevastopol.
Crimea is an autonomous region within Ukraine with a majority Russian-speaking population. It has its own parliament, but the Ukrainian government had veto power over its actions.
But with political instability and demonstrations rocking Ukraine in the past several months, President Viktor Yanukovych was pushed out of office and observers charged that Russia saw its chance to annex the strategic territory. A hastily called referendum Sunday resulted in 96.7% of the region's voters saying they wanted to become part of Russia, according to the Crimean Electoral Commission.
The United States and other Western powers have said Sunday's vote was illegal and placed sanctions on more than two dozen Russian officials and their allies in Crimea. Ref. CNN

Russia's President Vladimir Putin and the speakers of the country's upper and lower houses of Parliament signed a deal today that formally annexes Ukraine's Crimea region.
Russia's upper house of Parliament unanimously approved the ratification of the treaty today, a day after the lower house, the State Duma, overwhelmingly passed it.
Russia's moves to annex Crimea, following a contested weekend referendum in the Black Sea peninsula, have turned a confrontation with Europe and the United States into the biggest crisis in East-West relations since the Cold War. Ref. CNN
In looking at the Crimea history, they definitely affiliate more with Russia (Language, culture, etc...), but have taken orders from Kiev since being handed over to the Ukraine by Kruschev. To top it off, on 3/10 the exiled President of the Ukraine sent message to Moscow to send military to quell the uprising against his administration. Basically, like inviting the wolf for dinner - prime opportunity to take the land back that Russia has always felt was theirs and holds so much Russian history. For the rest of the world, it is a bit of a concern since Putin in recent years been sending signals that he kinds of misses the good ole days of the Kremlin and Russian regional dominance.
