Is it just the Cartels that are taking out journalists or is the army doing the same and just putting all the blame on the cartels. It is hard to say who is really doing what. I think both sides are just as guilty.

WASHINGTON - The Obama administration will try to reinvent a program to allow Mexican trucks full access to U.S. highways. An 18-month pilot program that allowed a few Mexican trucks beyond a border buffer zone died when President Barack Obama signed a $410 billion spending bill yesterday.
