The Guard has already cut some bonuses, stopped accepting convicted felons on special waivers and lowered the maximum age for recruits. The Guard stopped issuing felony waivers in 2007 in an attempt to increase the quality of its recruits, according to the Government Accountability Office. The maximum enlistment age has been reduced from 42 to 35, said Grant Zachary, deputy chief of the Army National Guard's strength maintenance division. Ref. Source 4

Guard National USA
It is my belief that to have a good national guard you need to make then reflect the same attitudes of the regular army. The national Guard needs to be combat ready and have soldiers that are right for the military. Older members and cons are not the best choices.

12 National Guard troops removed from security duties at US Capitol after questionable behavior was detected in past. Of the 12, 10 were identified by the FBI in a security screening, officials said. Another was flagged by commanders, and the final one was identified by an anonymous tipster.
