A growing number of Americans believe that top White House officials ordered the IRS to target conservative political groups, according to a new CNN/ORC International survey.

In May, only 37% of the public thought that the IRS controversy led to the White House, with 55% saying that agency officials acted on their own without direct orders from Washington. Today, that number has increased 10 points, to 47%, virtually the same as the 49% who believe the IRS agents acted on their own.

Congressional sources say that interviews with IRS workers so far have found no political conspiracy or ties to top White House officials.

The poll was conducted June 11-13, with 1,014 adults nationwide questioned by telephone. The survey's overall sampling error is plus or minus three percentage points. Ref. CNN

Internal Revenue Service agents in Cincinnati used additional "Inappropriate" Lists to flag certain tax-exempt applications for extra scrutiny, IRS Principal Deputy Commissioner Danny Werfel told reporters on Monday. The IRS has previously acknowledged that the Cincinnati field office, which reviews all tax-exempt applications, used a "Be on the lookout" List -- or BOLO list -- that included words like "Tea party" And "Patriot" To determine which groups should be subject to heightened scrutiny. Werfel said Monday that an internal IRS probe has turned up other, similar lists, which were in use by tax-exempt screeners when he took over as IRS chief at the end of May. Ref. USAToday

The Treasury Department will propose new rules that would seek to define the kinds of political activities that tax-exempt "Social welfare" groups can and can't be primarily engaged in. The rules come six months after the IRS admitted that it had improperly delayed hundreds of tax-exempt applications from conservative leaning groups. Ref. USAToday

Obama Denies IRS Ever Targeted Pro-Life Groups

In an interview with SNBC's Chris Matthews on Thursday, President Barack Obama dismissed the notion that the IRS ever targeted pro-life groups or conservatives. The IRS scandal flared this summer as pro-life groups learned they had been targeted and seen their applications for nonprofit status delayed.

The IRS has been found to be targeting pro-life and conservative groups because of their positions and, this summer, a tape was released showing a disturbing phone call the Internal Revenue Service placed to a non-profit organization telling it to keep its Christian faith and views on abortion to itself.
