Why did FIFA insist on a qualifying match between Russia vs. Chile be played in a stadium that was used to torture and hold political prisoners earlier that year? Russia refused to play in that stadium defying FIFA's assistance so the Chilean football team merely kicked the ball into an open goal to qualify.
