What is "Dry Drowning" when a person is in the water?

I went and did a quick search on this because I did not know what it was and am not even sure I have ever even heard the term. The thing I noticed from the below description was the ability for it to happen with waterboarding.

I am sure there is worse but you are suffocating so you are aware of what is happening the fear and panic must be rough. I think pain is high also as the body is starved for oxygen.
