Obama Admin May Have Illegally Spent $10 Million Promoting Abortion in Kenya

Washington, DC (LifeNews.com) -- New information obtained by a member of Congress makes it appear the Obama administration has spent $10 million potentially illegally promoting a pro-abortion constitution in Kenya. Obama officials were thought to have spent $2 million but Rep. Chris Smith says that figure could exceed $10 million.

Lobbying for or against abortion is prohibited under a provision of federal law known as the Siljander Amendment annually included in the State, Foreign Operations Appropriations Act.

The amendment reads, "None of the funds made available under this Act may be used to lobby for or against abortion," and violations are subject to civil and criminal penalties under the Antideficiency Act, 31 you.S.C. § 1341."

Smith, the leading Republican on the House Africa and Global Health Subcommittee, and two other members of Congress have called for a probe into the Obama administration's spending in support of a campaign to get the pro-abortion constitution approved in Kenya in August.

The three sent a May 6 letter to the Inspectors General at the State Department and you.S. Agency for International Development seeking a probe.

Today, Smith's office informed LifeNews.com that subsequent information uncovered by investigators has revealed that actual you.S. Taxpayer expenditures in support of the pro-abortion constitution are estimated to exceed $10 million.

"This week I learned that you.S. Taxpayer expenditures in support of the proposed constitution may exceed $10 million-five times the level we original suspected," Smith said.

"This massive spending will undoubtedly be directed to those entities that are pressing for ratification of the proposed constitution. Such support will further enable passage of a constitution that is opposed by many pro-life leaders in Kenya, because it enshrines new rights to abortion. As such, the funding is a clear violation of federal law against use of you.S. Taxpayer funds to lobby for or against abortion," Smith explained. Ref. Source 6

Republicans Respond to Pro-Abortion Health Care PR Campaign With Ballot Votes

Washington, DC (LifeNews.com) -- Republicans in several states are responding to the new $125 million publicity campaign by Democrats for the pro-abortion health care law with their own idea. Relying on polling data showing a strong majority of Americans opposed to the pro-abortion plan Obama signed, they're pushing ballot votes.

The ballot measures condemning or seeking to repeal President Barack Obama's health care scheme that involved massive taxpayer funding of abortions, could energize voters in key states.

Joel Sawyer, executive director of the South Carolina GOP, told The Hill: "What we're trying to do is give voters an added reason to show up to the polls. It's a voter turnout tool."

With ballot measures turning out an additional one to two percent of the base -- in this case pro-life advocates opposed to pro-abortion health care -- pro-life candidates have a better shot at getting the extra spark they need to win close elections.

Grover Norquist, a conservative anti-tax activist, says the ballot measures "will play to independents" and to the tea party voters that are more likely to turn out this year than abortion advocates.

He told The Hill that ballot measures have reliably turned out pro-life advocates -- such as when President George W. Bush won nine of 11 states in 2004 where voters could support bans on same-sex marriage. Norquist says as many as 1 million more voters for Bush came to the polls because of the ballot measures. Ref. Obama Uses "Safe, Legal and Rare" Term in Answering Question on Abortion

Albuquerque, NM (LifeNews.com) -- President Barack Obama borrowed a page from pro-abortion ex-President Bill Clinton at a forum in New Mexico today, when he answered a question about abortion by saying it should be "safe, legal and rare." That's the catchphrase Clinton used to try to moderate the appearance of his pro-abortion views.

Obama said today he thinks abortion should be "safe, legal and rare" in America and he said families, not the government, "should be the ones making the decision."

"Now, with respect to the abortion issue, I actually think -- I mean, there are laws both federal, state and constitutional that are in place. And I think that this is an area where I think Bill Clinton had the right formulation a couple of decades ago, which is abortion should be safe, legal, and rare," Obama said.

"I think it's something all of us should recognize is a difficult, oftentimes tragic situation that families are wrestling with. I think the families and the women involved are the ones who should make the decisions, not the government," he said.

"But I do think actually that there are a whole host of laws on the books that after a certain period, the interests shift such that you can have some restrictions, for example, on late-term abortions, and appropriately so. So there is in fact a set of rules in place," he added. "Now, people still argue about it and still deeply disagree about it. And that's part of our -- that's part of our democratic way."

But Obama's record during his presidency has been the opposite of ensuring abortion is rare or safe. Ref. Source 1

Obama Told on Abortion: Change Your Mind Because Unborn Children Feel Pain

Washington, DC (LifeNews.com) -- Yesterday, pro-abortion President Barack Obama relied on the language Bill Clinton used to try to moderate his radical image on abortion. But a pro-life senator and organization are pushing back on comment he made saying he wants abortions to be "safe, legal, and rare."

Obama said yesterday he thinks abortion should be "safe, legal and rare" in America and he said families, not the government, "should be the ones making the decision."

Responding to those remarks, pro-life Senator Mike Johanns of Nebraska said Obama is relying on an antiquated look at the abortion issue and added the president should update his views based on medical research showing unborn children feel pain during an abortion.

"So, Mr. President, it is time for us to acknowledge in law and in practice, realities revealed by these advancements in medical science," Johanns said on the Senate floor today. "We must be willing to change our mind-set based upon this evidence, and I would suggest we have an obligation to do so."

"Respected doctors are on record saying that abortions in the second and third trimester likely cause unborn babies, quote, "intense pain." How can we claim to be compassionate and yet look the other way in denial of this pain?" Johanns asked.

The lawmaker said the president shouldn't look the other way and added he believed women ought to be told about this research before they made an abortion decision. Ref. Source 6

Next Pro-Life Battle: Repealing Abortion-Funding ObamaCare

Now that pro-life elected officials are in firm control of the House and increased their numbers in the Senate, attention turns to the next battle for the pro-life movement: repealing abortion-funding ObamaCare.
The election victories didn't give the pro-life side enough votes in the Senate to control the legislative agenda, and President Barack Obama can still wield a veto pen, but that doesn't mean top Republicans won't press for repealing ObamaCare anyway.

They promised as much in their election document Pledge to America, and the two pro-life advocates expected to head the GOP in the House and Senate have both promised repealing ObamaCare is something they will push.

Representative John Boehner, expected to be named the next speaker of the House of Representatives, is vowing to press for the repeal of the ObamaCare law.

"I believe that the healthcare bill that was enacted by the current Congress will kill jobs in America, ruin the best healthcare system in the world, and bankrupt our country," Boehner told a news conference yesterday. "That means we have to do everything we can to try to repeal this bill and replace it with common sense reforms to bring down the cost of health care." Ref. Source 8

Obama Admin May Face Probe on Funding of Pro-Abortion Kenya Groups

With the House of Representatives in pro-life hands starting next January, the Obama administration may find itself the subject of a congressional investigation related to the potentially illegal funding of pro-abortion groups.
The Obama administration has repeatedly come under fire from pro-life Rep. Chris Smith, a New Jersey Republican who leads the Congressional Pro-Life Caucus.

Smith has been concerned about a USAID report indicating the Obama administration spent $61.2 million related to the vote on the August vote on the new Kenya constitution. The report shows 12.6 million going to efforts to directly promote the pro-abortion constitution.

The constitution Kenyans adopted contained a clause making it so abortions would be legalized in any case in which medical professionals say it is somehow necessary for women.

As a result, the funding of groups promoting it appears to violate the Siljander Amendment - a federal law Congress approved decades ago that prevents the federal government from spending taxpayer funds promoting abortions in other nations.

Before the mid-term elections, Congressman Smith told LifeNews.com one of the consequences of Republicans taking over the House is the ability of pro-life advocates leading committees and subcommittees to the their powers to hold the Obama administration accountable on subject like this. He said the "investigatory and subpoena powers" the committees have would be useful in following up on the question of whether the Obama administration broke the law in funding the pro-constitution and pro-abortion groups.

Last week, he said the elections resulted in the victory of many new pro-life lawmakers who can support a potential investigation. Ref. Source 3

Judge Rules ObamaCare Constitutional Despite Abortion Funding

A federal judge in Virginia has issued a preliminary ruling in one of several lawsuits filed against ObamaCare, which pro-life groups opposed because it contained no provisions fully eliminating abortion funding.

The case, filed by Liberty University, a Christian college, is different from the main lawsuits state attorney general filed against the health care takeover law because it centers on the question of forcing taxpayers to fund abortions.

Judge Jude Norman Moon, a Clinton appointee, is now the second judge to issue a ruling siding with ObamaCare, though a judge in the main case in Florida has sided with opponents and all of the cases are expected to be combined into one that will go before the Supreme Court.

In his refusal of Liberty University's claims, Judge Moon wrote that, since everyone will eventually make a decision one way or the other on purchasing health care, that such decisions constitute the kind of interstate commerce Congress has the authority to regulate by law. Ref. Source 3
