Vincenzo is right. I read the guy was 22 when he did it (he is now 26) and the body was ready to be cremated, he did not know that what he did was illegal. As a police officer put it:

Well I must admit I thought this was not the reason I was expecting! I agree he felt no laws were being broke. Just gave some one something that as far as he was concerned was just garbage anyhow. He must have an awfully calloused heart towards life and people!
