If a man with only one arm is to be arrested how is he handcuffed?

Just place the hand cuff on the good wrist then with his arm behind his back clip the other side into a belt loop or over his belt on the far side of his body. After all you are just interested in keeping movement to a minimal amount.

Yes Krakyn is correct. IF you arrest a person with only one arm you handcuff the wrist of that arm and place the other handcuff through a couple belt loops on the other side of his/her back. Or through their belt if they are wearing one.
