Arkansas law fails to deliver expected DNA submissions

Wow, from the expected 1,400 to 73 there is a HUGE difference! What is the reason for the lack of delivery of DNA results?

LITTLE ROCK, AR (AP) - An Arkansas law that expands the collection of DNA has failed so far to deliver the increase expected in number of samples submitted for testing.

The law requires DNA samples from people arrested for capital murder, first-degree murder, kidnapping and first- and second-degree sexual assault.

Previous law called for samples after a conviction. It was estimated that about 1,400 samples would be collected each year. So far there have been 73 submitted since the law went into effect more than a year ago. None have been matched to a crime.

Crime Lab director Kermit Channell told the Arkansas Democrat-Gazette he believes there is an "educational curve" for law enforcement to begin submitting more samples.... Source 3h
