In an effort to create more living space, scientists are thinking of how to make certain distant planets habitable. But instead of thinking that far, why not create more living space in our planet, in the ocean?
Sure, you can not breath when you are in water, but just as "easily" as we can make Mars habitable, we can surely make the oxygen in the water breathable, thus creating more space to live on the same old planet.
Do you think it is possible to make such inventions that will enable you to live in water? If it was, would you have wanted to live there?
I would certainly entertain the idea of living underwater, which is what I assume you are asking, if I could vouch for its safety and stability. I suspect at first it would be very expensive and only available to the wealthy. Later on, once it became more common and well tested, the cost would go down, and then I would think about it. Until then, I believe there is still plenty of land that can be used for housing, before we need to start thinking about living under the ocean.
