Do not just make a vote based on popularity but efficiency. The CPU should be rated on overall performance handling games, graphics, internet, network, data processing, etc. This is not rating any particular speed. You would obviously rate each chip that had the same exact speed so as to be fair.
Speaking of the best CPUs... now that the new year is here you may want to consider buying a new computer. Prices go down now as manufacturers get ready for the faster, bigger and slimmer designed computers released by dell, Bill and whoever else...
Considering the way you worded your question...

I have not bench marked like for like processors against one another for a while myself but as I recall the general processing power was given to AMD. This was not the case in a multi-threading environment table. During multiple operations with the same benchmark Intel took the lead. These processors were both the 1 Ghz equivalents of each. The AMD processor ran approximately 25 degree fahrenheit warmer than the Intel processor did. The same tests under a high temp environment were both taken by Intel hands down. The AMD processor did not perform nearly as well as it did under properly cooled conditions. The software used for this benchmark was Sandra just in case anyone is wondering.
I understand that these processors are not the same technology that todays processors are built on but I felt I should share the comparison. Todays processors just from my personal experience:
AMD still has a problem under heated conditions however the Intel P4 chips have now developed the same problem.
An additional determining factor when running a benchmark is to know the other hardware that you are running in the machine. P4 against P4 with one on an Intel chipset motherboard verses a competitors board, the Intel board will win easily in overall performance.
For AMD fans far and wide beware, once again AMD reports possible heat problems with their processors. This is a report for the Opteron chips as a manufacturing defect. Take this into account before making your decision on the best processor.

It seems to me like AMD has really lost quite a lot of ground in market share when it comes to processors. At one time they were looking to overtake Intel, but that doesn't seem to be the case anymore. This type of problem can't be good for their business either.
