Convicted criminals are being considered for jobs as prison guards as the Corrections Department struggles to attract recruits.

Sorry to be a pessimist, but this seems like a bad idea to me. Prisoners doubling as guards to keep the inmates inline? Two bad courses are highly likely for this river scenario.
1. Prisoners as guards give special privileges to friends and possibly even help them escape.
2. Prisoners as guards mistreat other prisoners that they hate or allow abuses to go on because of who is being abused.
I see that this could happen quite frequently and easily. Its way to tempting to allow criminals to get into this type of position.
