This may be amusing to some outside of the country of Japan, but imagine what it was like inside Japan! I can only imagine reading news off of Yahoo and seeing an article that you had been invaded by a much larger country. This was not funny at all and he should be punished for causing a public panic. There is no way that he didn't think someone would take it seriously, especially when they thought they were reading yahoo news.
In certain instance some people have been known to commit suicide in such situations as they do not want to be captured. keep in mind we are talking about Japan too, a place where suicide has been known as something honorable. I hope no such cases happened during this wicked prank.
One negative to our technology, a large amount of April's fools jokes weekly. I know I would be infuriated reading that if it dealt with our country. That is the type of thing that rouses a country to war. He completely deserved being incarcerated. I am glad there are laws that allow people who are foolish and ignorant enough to use the internet like this to be arrested. The internet is definitely getting uncontrollable in some situations.
