I don't know for sure if it is the best software released but it is definitely one of my favorites. Skype has been out for several years but just months ago released their latest version that is now able to carry video as well as audio. You can check it out at https://www.skype.com/. I have found it to be a very well thought out program. It still has problems with dial-up internet not having the bandwidth but I have the same problem drinking from a coffee straw. It is a free download to play with and test, I recommend it as a download.
