He added: "The message should go out that never again on British soil will we see the kind of slogans and incitement to murder that so disgraced this country last Friday." But lawyers warned the Government not to try to make any political capital out of the demonstrations. Shami Chakrabarti, director of the human rights group Liberty, said this was not the time to have this kind of debate. "The law surrounding the curtailment of free speech has grown up through ad hoc responses to a series of public outrages over the years. I suppose its only rational to make laws that prohibit one from saying they are going to kill and terrorize, but do you really want to? In the states, not sure about UK, you cannot get arrested for threats, only once you commit the crime. But threating does not make a crime, it makes only a threat. And allowing the person to openly make the threat gives law enforcement a place to start. Of course, when someone makes a threat in the US that is not a personal threat, but involves a bomb or large crowd, they can get arrested for inciting a riot and other disturbing the peace laws as well as filing a false claim if you didn't really plant a bomb. So in a way, you get busted anyway. I just think that nailing someone before they do it, especially in the case of terrorism, is not going to prevent the group from doing it. And arresting someone one who is making the threats idly, may encourage someone to do it for real. This type of law just needs to be thought out before going through with it. We are in essence making a law against what you can and can't say, is that a road we want to continue down in this world, in a democratic country?
