Well my first thought would have been an unusual multiple system (pulsar/s+some other type) but that is unlikely due to the frequency of the mentioned flashes.
The second one was similar to the one in the article.
A pulsar with a kind of em dampening, combined with an uneven reaction strength within the pulsar itself. The result would be that a "flash" would be visible only when strong enough to overcome the itself.
The third one was the dreamer in me going, "Hey! They could be actual beacons."
Little green men (and purlple octopuses) aside I think I saw something similar mentioned somewhere but for the life of me I cannot remember where.
It was some sort of paper on the lifespan of stars or galaxies or some such. Something basic.
This got me curious, perhaps I'll dig out old files and go over them. I will post more If I have further information.
