What are your thoughts about the hypotyposis of a weatherman in the US who claims that Storm-creating Technology Invented by the Russians, and Used by the Japanese Yakuza is what caused Katrina? Do you believe such technology exists?

This claim, at the moment, seems very unfounded and quite controversial. The article states that 10 nations have this technology, but this is the first I have heard of it to-date. If these nations do indeed have this type of technology, my question is what have they done with it and the past, and what do they possibly plan to do with it in the future. I would like to see followup reaction and opinions on this story because while it seems far-fetched, it is also very interesting.
