Shame vs Guilt
Shameful secrets bother us more than guilty secrets. Everyone has secrets, but what causes someone to think about them over and over again? People who feel shame about a secret, as opposed to guilt, are more likely to be consumed by thoughts of what they are hiding, according to new research. Source 2p.

I think it all has to do with what you do with the "Secret", if it's for the greater good than there's no shame in keeping the secret in the first place. If you do not accept certain things you've done, then it is guilt; there is regret.
