Russia moves to restrict foreign adoption
MOSCOW (Reuters) - Moscow will stop foreigners adopting children outside officially registered agencies in a step toward limiting the number of children who leave Russia, a top government official said on Tuesday. Ref. Source 8

I think restricting adoptions in Russia will do more harm than good. It seems the move is more political, than as a concern for the welfare of Russia's children.
