What is your review for the entertainment value of the movie called, "The Suspect"?

This is a B movie in my opinion. It could have been better but the end fell flat for me as well as the way the suspects handled the whole operation. Are American urban police officers that dumb because it sure does try to insult them even though it makes it look like the Blacks are being targeted.
