I do not know whether you have brothers or sisters, but if you have, would you defend them if someone hurt them? What about your best friend? Would you defend him/her?
Being your brother's keeper is to watch over the people who happen to be within your reach. Now, Cain in the Bible said "Am I my brother's keeper?" only trying to get away with the murder he'd just committed.
Jesus emphasized the importance of being our brother's keeper in Luke chapter 10 in the story about the good samaritan. So, should we be our brothers' keepers? Definitely yes, in my opinion of course....
This does not, however, mean that we should knock on our neighbors door and make him do things we want it. But, should something serious happen to him we're expected to care and help and not simply overlook it.
