Adsense is for those who want to make money off of placing Ads on their site, so essentially if you have a web site you will place the Google code on it. Then when someone is visiting the site and see the Google Ads they have an option to click on it. When they click on these Ads then the person who put the code there gets paid each time a click is made. In a way, the webmaster is being paid to allow the Ad click to be on his/her site.
Adwords is for those who want to market their site or service. So they become the ones whose Ad is being placed on the Adsense user's site. With Adwords you can decide what link and description you want displayed for each Ad.
