Cel Phone Video of Execution

On TV6 yesterday they were showing what they believe was Cel Phone Video of an Execution. What do you think... did it look real? If it was then the most horrid part was the laughter after the man was shot. However, the laughter seemed to make it seem like a trick or joke, but in these times I do not see anything to laugh about really.
