EDITORIAL: CHAFING AT SECURITY
The problem with America's national security alerts is one size never fits all. It's easy to see that Washington, D.C., New York City and other metropolitan areas should be on their toes, but does it also mean a small town in the Great Basin - Mantua, Utah, say - needs to take its vigilance up a notch as well? On top of that, danger is difficult to quantify.
