To an extent this is true, but their code is so mixed up that no one can really say for sure that XP is simply the old with a new face. To be sure, it definitely doesn't run a dos shell anymore, or even windows over dos, it just couldn't work that way. DOS was never powerful enough to do what we do today. Some will say that they just upgraded dos with windows. But dos being changed to handle high end apps like todays windows would not be dos, but something totally different, missing all of the inherent flaws with dos.
