A federal law enforcement official tells USA TODAY that Aaron Alexis, the suspected gunman in the shooting spree at Washington, D.C.'s Navy Yard, purchased at least some of the weapons used in the attack legally in recent days in Virginia. The source, who is not authorized to comment publicly, says it is not apparent that Alexis targeted specific people in the attack and that officials increasingly believe he acted alone. Alexis was among the at least 13 dead in Monday's shootings. Ref. USAToday
I think the suspect was a worker in the yard so it might be one of those employee disputes gone bad and it just happened to be a US Navy Yard but don't quote me on that.

It seems that Aaron Alexis had mental health issues from before and whatever triggered an episode had fatal consequences for the people around him.
