I am not surprised by the figures. When I was a teacher, I spoke with several parents over the phone because their kids would not attend school, they were fully aware of it and they made all sort of silly excuses of why their children did not attend. I do not know how it is in New Zealand (where the article is from) but tougher laws should be passed to ensure kids obtain an Education. If a parent (like myself) do not feel comfortable with the Education system, they can always choose home school if is available in the countries where they live.
