I do not agree there. They will spend the money once it is a proven device and make sure the fighting men and women are able to use it. The military will make sure it is adjustable to fit different people so it can be used over and over like the standard LBE (Load Bearing Equipment) is now. If they can spend multi millions on tanks they will gladly spend multi millions on armouring up their soldiers.
Has anyone considered the general of the army being the most powerful? He is the one that gives the orders anyway to all the rest.

The generals nowadays do not like to get their hands dirty by being on the battlefield They would rather sit in their cozy room behind their cozy desk and send in the young kids. I doubt any general in the past few years has actually been in a fire fight.
If we had an exoskeleton type infantry I'd sign up for it in a heart beat. But since my love is for flying- I'm happy with my Flight Crew MOS.
Yeah, generals have lots of logistical issues to sort out, some of which are important (I was reading something recently about General Patreus). However they aren't really on the actual battlefield- nice outside the box answer though.

In a just war the most powerful man is the one that can inspire soldiers/ armies/nations and sometimes start the war.
The second most powerful man is the spy/intelligents.
You should be assured that all three types are soldiers. This stuff is just way to easy for me.
