Trinidad & Tobago Justice of the Peace

I was just listening to the Beyond the Tape programme and a question of whether any Trinidad & Tobago Justice of the Peace should be paid for their services and the answer from Inspector Alexander was "No" Because they already receive a stipend from the government. This makes me think of the number of times I have been charged by JPs for documents, etc. Where their stamp was required. What is being done about this?

I thought they were allowed to charge a minimal fee for their services otherwise they could be working all day seeing hundreds of people for no remuneration.
