I would say if there is a clearance sale and someone buys everything and doesn't leave products for anyone else, they are a bad consumer.
If they don't pay attention to the price, don't care about the nutrition in the food, or if they buy on impulse they are a bad consumer.
A good consumer checks and compares prices, looks at nutritional information, and buys things they need and some things they want. If they buy things that are of use, then they are being a good consumer.
