You can stop all users except those who have Administrator accounts from doing certain things on your Computer via the Local Group Policy. Here is how to do it: Source 1n

Another important part to edit to stop users from moving and editing files:
User Configuration / Administrative Templates / Windows Components / Windows Explorer
