Juveniles And Low-level Offenders

President Barack Obama is moving to ban solitary confinement for juveniles and low-level offenders in federal prisons.

Writing in the Washington Post, Obama said the practice diminished the possibility that prisoners could be rehabilitated. Ref. CNN.
