I mean no offense to anyone by asking what I'm about to ask, its a genuine question. Why are there so many place opened by the tribes that surround casinos, alcohol and drugs?

The answer is fairly straightforward. Because of the protected rights of Native Americans, many of the prohibitions of the federal and state governments do not apply to them. Several tribes are run like businesses, taking advantage of exclusivity for casinos and exotic resorts. The tribes' lawyers have been diligent at keeping their rights to such things open, and non-natives enjoy having access to these pass-times (Or vices, if you believe them to be so). This is big-time money for these tribes.
