Ever notice that when you buy wood you rarely get what you ask for? For instance a 2" by 4" is really 1 1/2" by 3 1/2". Sometimes you get the length correct, for instance that same 2"x4"x12' is really twelve feet long.

Wood measurements are measured at their rough cut dimensions. Once they are refined they are a bit smaller thus a 2X4 is a 1 1/2 by 3 1/2. You can buy some bigger woods at the bigger size like a 6X6 or a 6X8 or ask around for local lumber mill that will sale you rough cut boards. If you do that you may have to let the wood cure for a time before you can use it.

You should be getting what you pay for. If you ask for a piece of wood that is 2"X4" Then it should be just that, if you wanted something smaller then you would be paying for that.

Yes in some places you can order and get a true 2X4 but it will cost you more. Since most wood is shaved down now unlike a couple decades ago you will have to settle for the 3.5 by 1.5.

I'm thinking that if you read a schematic that required a particular length and width of a piece of wood then you will have to special order it unless you downsize to cater for what's shaved off.
