I was just wondering in ROK II where can a character gain the mesmerism and run skill?
Anronrosby, as Belial said, the Body Guild but also at the Palace of Parody in the Town. If you are low on gold I recommend utilizing all the help the Palace gives you as it is meant to help weaker Characters.
Mesmerize is obtained through the Brothel in the Town.

The skill "Mesmerize" is obtained through the Brothel, but unfortunately you need a premium (Paid) account to access/utilize the brothel. This is a problem with verification of age, which isn't a problem as my DOB is [..]. The skill "Run" is obtained at the Palace of Parody, for pebble points.
I may be wrong here, but do you need these skills to go on a quest? Are there any other skills required? Is there a quicker/better way to increase the "Body" attribute, so as to be able to train to use a weapon?
As a person who has had to run away a few times… "Run" is a VERY good choice, especially with spell casters and characters that are not built as "Tanks".
I have not seen the use of ALL the skills yet, but trust me, RUN is one of the most important ones after that I would vouch for reflexes as this gives you the chance to strike first.
And as experience has also taught me, there is no shortcuts in this game. Therefore to get better and learn new skills, you have to work hard and earn the gold the long and hard way.
Belial, have you been doing plenty running? I thought about doing that a couple of times and may have done it once but I don't like how my leadership went down. I don't know how hard it will be to recover so I fight on. I think one of my big mistakes is not specializing enough. I need to get myself taking up more weapon skills training once I get my character resurrected.
Hunter, I have only had to run once, but that was greed on my side. I tried patrolling with to little health. I literally think I was on 3 health and the I was confronted with a bear. Although building up your leadership takes a while, it is better than dying and not have FP which at that stage I did not have nearly enough of. My thing is, I specialized from the start in combat and now I have seem to have broken the system a bit (Although those mounted archers are giving me a go).
Best thing to get is reflexes. If you are able to hit first more often than not you will kill your enemy before they even stand a chance… unless you fight with a dagger *Tongue-in-cheek*
