Senior San Diego-based Navy officer pleads guilty to 'Fat Leonard' prostitution charges. San Diego-based Capt. John F. Steinberger took bribes from an overseas Navy contractor and had sex multiple times with prostitutes that the contractor bought for him in Malaysia and the Philippines during a tour of the Western Pacific between 2011 and 2012.
