
A border tax?
In this instance, we are not referring to the governor's proposal for a 1-cent sales tax hike on California's faltering economy to bail Sacramento temporarily out of its addiction to profligate spending. We are referring instead to Schwarzenegger's suggestion that a $5 tax be imposed on U.S.-Mexico border crossers to fund infrastructure improvements at the border. It's hard to imagine a more efficient way to throttle cross-border commerce - on which the increasingly interdependent economies of California and Baja California rely - than slapping a border tax on crossers.
