Justice For Lynching Act

'Empire' actor Jussie Smollett's assault serves as a stark reminder that American lynching and noose attacks are still prevalent. Lynching may seem like something out of the distant past, but the use of the symbolism to terrify, intimidate and curtail the lives of black Americans is very much happening today, say civil rights advocates. Congress has yet to enact a law making lynching a federal crime, though the Senate did unanimously pass the Justice for Lynching Act in December. Ref. USAToday.

Lynching is still very much present not just in the United States but everywhere else as well. Not only that, there was only intimidation for minorities and it causes it growing influence to increase the power over them in the first place. It's so easy for a police officer to engage in this practice for the same reason.
