How Should A Common Man Rate His Government?

I always believe that you shouldn't comment on a subject unless you are a professional or know much about the subject. Then how do we, as common citizens tell if our Government officials are doing a great job or not? If we ourselves are ignorant to governance and it's inner workings?

Its easy. Government is there to serve you. If you are not being served then they are not doing a good job! Of course, anyone can make my answer more complex but in the end that is all it is about.
