Felony Charge For Not Returning Vhs Tape 22 Years Ago

A Texas woman doesn't remember renting a VHS tape 22 years ago — let alone that she didn't return it. But it didn't stop her being charged with a felony. Source 3c.

If you don't remember doing wrong does it make the wrong deed go away? The charge may have been silly when so much time has passed but for the period when it did happen I'm sure there was some level of grief on the VHS owner's life because she would not have been the only one not returning the tape.
