I am not so sure on being jailed but how about a major session with a good shrink. She needs help and the child needs a mother and father who care.

I agree that a jail term in this case is not correct. Give the mother a few months with her child in the states care and see how much counseling she is willing to get to make sure she cares for her children. I think that would be a much better result.
