If you think about it, if they're really serious, they can do it! But some Trinis are just too lazy to do things according to the law. I liked the statement the Police Commissioner said concerning those who say that if there are no Ph cars around, nobody can reach home. He said "Because there are Ph cars around, some are not reaching home!".
