I remember Netanyahu from the original Gulf War when broadcasters were in bunkers with helmets on, hiding under desks. Israel has only a small circle of members they play musical chairs with, and it rotates around, the members filling the same various roles, of Prime Minister, Minister of Defense, etc. And he is simply back up in Prime Minister again. Much like a lot of world leaders, it really doesn't matter who is apparently in charge - he is very charismatic though.
